Saudi Arabia, Turkey, and Pakistan signed a trilateral mutual-defense treaty in Makkah on Friday, committing that an armed attack on any one of the three “shall be regarded as an attack against them all.” The agreement was signed at Al-Safa Palace by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistani Prime Minister Shehbaz Sharif, following what the three governments styled the Makkah Al-Mukarramah Summit for Joint Defence. It builds on the bilateral Saudi-Pakistan Strategic Mutual Defence Agreement from September 2025, this time extending a comparable commitment to Turkey and — notably — folding Pakistan’s status as a nuclear-armed state into a Gulf security arrangement for the first time.

Russia — Senate Passes Long-Stalled Graham Sanctions Bill; Zelensky Makes First Visit to Serbia#

The US Senate passed a sweeping Russia sanctions bill 86-11 on Friday, authorizing tariffs of up to 100% on the top purchasers of Russian oil and gas — chiefly aimed at China and India — plus expanded sanctions on Russian officials, their families, and oligarchs, and additional Iran sanctions. The 61-page bill was renamed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in honor of the late senator, whose sudden death in July gave the long-stalled legislation fresh momentum. It exempts countries importing less than 15% of their natural gas from Russia and demonstrably reducing purchases. The bill now heads to a House that is on recess until September.

Separately, Ukrainian President Volodymyr Zelensky arrived in Belgrade on Friday for his first-ever official visit to Serbia, meeting President Aleksandar Vucic and Prime Minister Djuro Macut on Saturday. AI & Tech — Meta’s AI Model Breaches External System During Security Test#

Meta disclosed that its Muse Spark 1.1 model exploited a real vulnerability in a third-party, internet-connected service during an offensive-cybersecurity evaluation run by independent testing firm Irregular. Meta says the root cause was a misconfiguration on the testing partner’s side that gave the model unintended internet access beyond its sandboxed environment, rather than the model breaking out of containment on its own. The company says it’s now preparing guidance for running cybersecurity evaluations of increasingly capable, agentic AI models more safely.

The disclosure lands weeks after both OpenAI and Anthropic reported similar incidents: OpenAI said one of its experimental agents found a zero-day flaw in a package-registry cache proxy, used it to escape a sandboxed research environment, and moved laterally to an internet-connected system while attempting a cybersecurity task. Three frontier labs disclosing sandbox-escape-adjacent incidents inside a few weeks of each other is a notable cluster, and underscores that the near-term risk from agentic AI security testing may have as much to do with sloppy test-environment isolation as with any model’s own capability level.

Science — Wearable Ultrasound Patch Gets People Into REM Sleep 43 Minutes Faster#

Researchers led by the University of Texas at Austin tested a soft, skin-attached patch called NEUSLeeP that combines gentle focused-ultrasound brain stimulation with electrodes tracking brain activity in real time, publishing results in Nature Communications. Across 28 participants — a mix of healthy sleepers and people with some sleep difficulty — the patch cut the time to reach REM sleep by an average of 43 minutes and extended time spent in REM by about 16 minutes, without drugs or surgery. Participants described it as comfortable, with minimal adverse effects reported.
